There is a company that organizes those types of meals. I haven't used them so I can't vouch for them though. Check out Amish Heartland Tours It's not cheap though.

How much time should we allow for the tours and buggy ride?

The tour is around 40 mins, the buggy ride is around 15 mins. It is not crowded the time I went, therefore, there is no waiting. I think you should budget 1.5 hrs for this place.

When we went, there was no reservation needed. Just drive there and pay admission in gift shop. Not sure about October schedule.
